This question gets tossed around often, especially by atheists and skeptics who think they’ve caught the Bible slipping.
They’ll point to this:

Then they ask, “So why is Satan in heaven in Job, Zechariah, and Revelation?”
Let’s break this down carefully and biblically.
What Do We Mean by “Heaven”?
The Bible uses “heaven” in more than one way:
- The skies
📖 Genesis 1:8And God called the expanse heaven. And there was evening and there was morning, a second day.
- The cosmic heavens
📖 Psalm 19:1The heavens tell of the glory of God; and their expanse declares the work of His hands.
- The divine courtroom
📖 Job 1:6Now there was a day when the sons of God came to present themselves before the LORD, and Satan also came among them.
📖 1 Kings 22:19Micaiah said, “Therefore, hear the word of the LORD. I saw the LORD sitting on His throne, and all the angels of heaven standing by Him on His right and on His left.”
- The eternal New Heaven
📖 Revelation 21:1–4Then I saw a new heaven and a new earth; for the first heaven and the first earth passed away... and He will wipe away every tear from their eyes.
When people confuse the courtroom heaven of Job with the eternal heaven of Revelation 21, that’s a category mistake.
Satan’s Access Was Legal, Not Relational
In Job, Satan doesn’t stroll into God’s presence like a citizen. He shows up like a hostile prosecutor.

Same scene in Zechariah:

What About Revelation 12?

Before this moment, Satan had legal access to heaven’s court. After this moment, he’s permanently expelled. It’s not the same as his original fall, it’s the final revoking of access.
When Does Heaven Become Totally Pure?
After Revelation 12, Satan is cast down. Then, in the end, he’s cast out entirely.
📖 Revelation 20:10And the devil who deceived them was thrown into the lake of fire and brimstone... and they will be tormented day and night forever and ever.
Only after that does the New Heaven descend.

There’s no contradiction. There’s a timeline. Satan was cast out of glory. He retained temporary access to God’s courtroom. Then Revelation 12 marks his final expulsion. Revelation 20 seals his punishment. Revelation 21 unveils heaven in its final, perfect state and THAT'S what nothing unclean can enter.
